The Licensing Wizard fails with "Unable to create local license files" error message

This error indicates the Licensing Assistant was not run as Administrator.

To run the Licensing Assistant as Administrator

Click Programs > FME Desktop > Utilities, right-click on FME Licensing Assistant, and select Run as administrator.

It may also help to delete any existing licenses from the directory <FME>\licenses\.
