If your workspace contains any FME Packages, use the Upload Packages dialog to specify the packages you want to upload. Unless previously uploaded, you must upload any packages you want to reference when the workspace runs from FME Server. If a package is a newer version of one that was previously uploaded, the package is updated in FME Server.
Check the box for each package you want to upload.
Click Next to proceed to Register Services.
